R. William Wilson
Chief Executive Officer
Bill Wilson joined California Business Bank in August of 2015, and serves as President and Chief Executive Officer. Bill brings a diverse set of skills and more than 20 years of US and International banking experience to his role with the company.
Prior to California Business Bank, Bill held senior and executive management positions within the industry, as well as CFO/COO positions with public and private companies. He began his banking career in 1980 in San Francisco with Westpac Banking Corporation, Australia’s first and largest bank. He was promoted to Vice President and assigned to Sydney, Australia in the Corporate Banking Division managing a corporate relationship team. He was later promoted National Senior Credit Manager for the Corporate Banking Division. When Westpac formed its Asset Management Group, Bill was promoted to Senior Vice President and Chief Manager to head a new division created to manage Westpac’s special assets. In his final role with Westpac, Bill re-established the national commercial real estate lending group.
After leaving Westpac in 1994, Bill co-founded Drexel Oceania LLC, a San Francisco based international merchant bank engaged in capital raising and financial advisory work for companies and financial institutions in North America, Asia and Australia.
In June 2010 Mr. Wilson was recruited to lead the special assets and risk management teams as the Executive Vice President and Chief Risk Officer of Central Pacific Financial Corp. and Central Pacific Bank (“CPB”), a $5 billion asset community bank in Hawaii. Mr. Wilson was responsible for the bank’s Credit and Risk Management, Legal and Compliance, Information Security and Enterprise Risk Management and Internal Audit groups. While at CPB, Mr. Wilson was part of a team that raised $345 million in new capital and reduced nonperforming assets from nearly $500 million to $30 million in a five year period. As of June 30, 2015, CPB had recorded 18 consecutive quarters of profitability with significant asset growth while maintaining high asset quality.
Bill is a former board member of Easter Seals Hawaii (Chair 2014-2015), Hawaii State Chapter of The American National Red Cross, and Pacific Links Hawaii Foundation. Mr. Wilson graduated from the University of San Francisco with a Bachelor’s Degree in Finance in 1979.
Chairman of the Board
Mr. Tan is the founder, President and CEO of Pacific Millennium Holding Company, a diversified conglomerate whose core business is Pacific Millennium Packaging, a provider of smart packaging solutions for global manufacturers. Mr. Tan has more than 25 years of experience operating businesses in North America and Greater China, promoting cultural and business exchanges between the two regions. In May, 2009, he was awarded an Honorary Doctorate degree in international business by Widener University in Philadelphia for his role in creating and cultivating partnerships between Widener and three universities in China. From 2007 to 2011 he served on the board of Domtar, the number one producer of white paper in North America. Mr. Tan is very active in various philanthropic activities and believes strongly in giving back to the community. Mr. Tan received Bachelor of Science degrees in civil and mechanical engineering from San Diego State University and earned an MBA from the University of Southern California.
Dr. Stuart Brown
Dr. Stuart Brown, Director, joined the Board of Directors of the Bank in January 2014. Dr. Brown is a Professor in the Department of Ophthalmology at the University of California, San Diego and the University of California, Los Angeles. Prior to that, Dr. Brown served as Chair as well as a Professor in the Department of Ophthalmology at the University of California, San Diego. Dr. Brown holds a Bachelor of Science degree and Doctor of Medicine degree from the University of Illinois.
Mr. Huang has been the Chief Financial Officer of Big Earth Publishing, Boulder, CO, since 2011. Prior to that, Mr. Huang served as a member of the senior management of Pacific Millennium Holding Corporation from 1987 to 2011 such as Regional General Manager of Pacific Millennium (U.S.) Corporation from 2007 to 2011; General Manager of Pacific Millennium Asia Corp Communication Co Ltd, Shanghai from 2003 to 2006; President of Energy System International, Beijing from 2003 to 2006; Regional General Manager of International Paper Pacific Millennium Co Ltd’s for South East Asia Region from 2002 to 2003; Chief Financial Officer of International Paper Pacific Millennium Co Ltd’s from 2001 to 2002; and Chief Financial Officer of Pacific Millennium Paper Group from 1999 to 2001. Member of the Board between 1994 and 2000 and subsequently elected as Chairman of the Board between 1999 and 2000 for Millennium Bank, San Francisco. Senior Vice President and General Manager of Pacific Millennium Co Ltd from 1990 to 1995; Operations Manager of Pacific Millennium Co Ltd, U.S.A. from 1987 to 1990; Prior to joining Pacific Millennium, Mr. Huang served as Corporate Accounting Manager at Electronic Data Systems in Dallas from 1984 to 1987. Mr. Huang graduated from McMaster University in Canada with a Bachelor’s Degree in Economics in July 1982. He also completed an advanced management program sponsored by the Wharton School of Business at the University of Pennsylvania (U.S.A.) in March 1999. Mr. Huang has qualified as a certified public accountant in Texas (U.S.A.) since January 1989. Mr. Huang is currently not a practicing CPA. .
Steven C. McCracken
Since 2012, Steve McCracken has served as Of Counsel to the law firm of Fish & Richardson, the premier intellectual property law firm in the United States. His focus has been counseling growth companies on the acquisition, use and protection of intellectual property to build successful brands and marketing platforms. During this period Steve has also acted as a business consultant to management at growth companies and to private investors/owners. From 1994 to 2012 Steve held various executive positions at Callaway Golf Company, including Senior Executive Vice President, Chief Legal Officer, Chief Administrative Officer, and Chief Ethics Officer. His duties included, at various times, oversight of legal affairs, licensing, human resources, compliance, and planning. From 1975 until 1994 Steve was at the international law firm of Gibson, Dunn & Crutcher where he served as a partner in the firm’s litigation department. Steve is the author of several publications and has lectured on the subjects of federal trial practice, antitrust, unfair competition, trade secrets, counterfeiting, intellectual property and mergers. In 1994 he served as president of the Orange County (California) Bar Association. Steve has served on several boards for both non-profit and for-profit entities. He has a B.A. from the University of California, Irvine, and a J.D. from the University of Virginia.
Seiki Murono spent most of his professional career with the Chase Manhattan Bank in New York, Singapore, Hong Kong and San Francisco. Seiki graduated from Chase’s Global Credit Training Program after which he was asked to stay on as an instructor. In subsequent assignments in New York, Seiki was Director of International Training for the bank and Head of Middle Market Lending for the northeastern United States. During his time in Asia, Seiki held several senior management positions including Asia Pacific CEO for Private Banking based in Hong Kong and Southeast Asia Consumer and Private Banking CEO based in Singapore. In his last position with Chase, Seiki was President of the Chase Manhattan Trust Company of California and Western Region CEO for the Chase Manhattan Private Bank. After leaving Chase, Seiki served as Chairman of the Board of the Millennium Bank in San Francisco and became a Partner and Managing Director of the San Francisco office of Boyden Global Executive Search. Seiki is a graduate of Franklin and Marshall College in Lancaster, PA, and earned an MBA from the American University in Washington, D.C.
Dr. Ronald Simon
Dr. Simon has served as a member of our board of directors since December 2014. Dr. Simon is a private investor and financial consultant to businesses. Since August 2007, he has been a director and member of the Audit and Compensation Committees, and Chairman of the Corporate Governance Committee, of Ellington Financial, LLC (NYSE – EFC), a finance company specializing in acquiring and managing mortgage-related assets. Since May 2013, he has been a director and member of the Audit and Compensation Committees, and Chairman of the Corporate Governance Committee, of Ellington Residential Mortgage REIT (NYSE – EARN). From March 2003 through February 2006, when it was acquired by Wachovia Corp., Dr. Simon was a Director of WFS Financial Inc., a publicly traded financial services company specializing in automobile finance. He was a director of Collateral Therapeutics from 1998 until its acquisition by Schering A.G. in 2002. From January 2006 to January 2009, he was a director of Cardium Therapeutics, a company formed to acquire and carry on the research and development of gene therapy to treat heart disease, which was originally developed by Collateral Therapeutics and then continued by Schering. From 1995 through 2002, Dr. Simon was a director of SoftNet Systems, Inc., and since 2002, has been a director and is chairman of audit and compensation committees for its successor company, American Independence Corp. (NASDAQ – AMIC), a holding company engaged principally in the health insurance and reinsurance business. He was a director of BDI Investment Corporation, a closely held regulated investment company, from February 2003 until its liquidation in early 2005, and served as Chief Financial Officer for Wingcast, LLC, a developer of automotive telematics from 2001 to 2002. During 2001, Dr. Simon served as Acting Chairman, Chief Executive Officer and Chief Financial Officer for SoftNet Systems, Inc. He also served as Executive Vice President and Chief Financial Officer of Western Water Company from 1997 to 2000, and a director of Western Water Company from 1999 through 2001. He has been a member of the audit committee of the San Diego Zoological Society since 2007, and has served on the boards of other San Diego area non-profit organizations. Dr. Simon earned a B.A. from Harvard University, an M.A. from Columbia University, and a Ph.D. from Columbia University Graduate School of Business.
